2024-0880. State ex rel. Howard v. Shuler, Slip Opinion No. 2025-Ohio-4964.
In Mandamus. On relator's request for leave to supplement request for damages, motion to strike respondent's evidence, and motion to strike respondent's motion for leave to file corrected evidence. Request and motions denied. Respondent's motion for leave to file corrected evidence denied. Writ granted in part and denied in part. Relator awarded $1,000 in statutory damages. Relator's request for court costs and to assess other costs and fees to respondent denied. Kennedy, C.J., and DeWine, Brunner, Deters, Hawkins, and Shanahan, JJ., concur.
Fischer, J., concurs in part and dissents in part and would not award statutory damages.

On March 2, 2023, this court found Charles Tingler to be a vexatious litigator under Rule 4.03(B) in State ex rel. Tingler v. Franklin Cty. Prosecutor's Office, 2023-Ohio-640, and State ex rel. Tingler v. Franklin Cty. Prosecutor's Office,

11-04-2025 2 2023-Ohio-641. On Tingler's motion for leave to proceed. Motion granted. The clerk of the court shall file the motion for leave to proceed and the affidavit of disqualification as of October 31, 2025.
In re Tingler.

DISCIPLINARY CASES
2025-1287. Cleveland Metro. Bar Assn. v. Shockley.
On Final Report by the Board on the Unauthorized Practice of Law, UPL No. 25-
01. Respondent, Stephanie Shockley, enjoined from engaging in the unauthorized practice of law in Ohio. Respondent shall not apply for admission to the practice of law in Ohio for a period of two years. Respondent may maintain her corporate- counsel status in Ohio with any qualified corporation, provided that she maintains her qualification for such status. Civil penalty in the amount of $1,000 imposed on respondent and ordered to be paid within 30 days. If respondent fails to pay the penalty within 30 days, the matter will be referred to the attorney general for collection and this court may find respondent in contempt. Respondent will be liable for all collection costs under R.C. 131.02 if the debt is certified to the attorney general for collection.
