The Respondent’s request for special permission to appeal Regional Director Ronald K .
Hooks’ Order Denying Motion for Prehearing Discovery is granted. On the merits, the appeal is
denied. The Respondent has failed to show that the Regional Director abused his discretion in
applying the Board’s longstanding rule against prehearing discovery and Section 102.118(a) of
the Board’s Rules and Regulations.
