ORDER

On January 17, 2025, the Respondent filed a request for special permission to appeal

from Administrative Law Judge Rebekah Ramirez’s Order Closing the Record. Because the

Board currently lacks a quorum, the Motion has been referred to me pursuant to Section 102.180

of the Board’s Rules and Regulations.

The Respondent’s request for special permission to appeal from Judge Ramirez’s Order is

granted. On the merits, the appeal is denied. The Respondent has failed to establish that the

judge abused her discretion in closing the record.
