ORDER

2. This matter is DISMISSED WITHOUT PREJUDICE for lack of subject-matter jurisdiction.
3. Plaintiff Reanna Valdez's application to proceed in forma pauperis (Doc. No. [2]) is DENIED AS MOOT.
