McClendon, J., dissents and would grant the application for rehearing and order the court reporter for the 17th Judicial District Court, Division "E", to provide this Court with two certified copies of the transcript of the September 1, 2015 hearing held by the district court in this matter and would further order that the costs associated with such transcript be held in abeyance pending a final ruling by this Court and the Louisiana Supreme Court on the merits of the district court's revocation of relator's pauper status.
