VOLLMER, JR., United States District Judge This matter is before the court on the "Motion for Clarification of Judgment and/or Motion to Alter or Amend Judgment," (doc. 49), together with a supporting memorandum, (doc. 50), filed by defendants, in which they request the court to clarify its recent judgment. After due consideration, it is ORDERED that the motion for clarification and/or motion to alter or amend is GRANTED. The court's order and judgment only affect the parties to this litigation. However, as requested by the governmental defendants, the court will clarify this point by amending the declaratory judgment entered on August 28, 2002, (doc. 48), through the issuance of an amended declaratory judgment.
