IT IS HEREBY ORDERED that the implementation of the Final Rule published on January 4, 2005, entitled "Bovine Spongiform Encephalopathy, Minimal Risk Regions and Importation of Commodities; Final Rule and Notice," 70 Fed. Reg. 460 is preliminarily enjoined. IT IS FURTHER ORDERED that the parties are to meet for the purpose of providing the Court with a proposed schedule for trial on the merits for permanent injunction.
