Information sought and background of the case:
The Appellant filed an RTI application dated 20.05.2023 seeking information on the following points:-
1. "Kindly provide information on action taken on my letter petition sent by Honourable Vice President to your Department from the date of receipt.
2. Kindly disclose the case number allotted to my letter petition which has been sent to you by Honourable Vice President Secretariat also provide information as to how I can track its current status online/offline
3. Provide me with file notings generated on the said petition (grievance) letter of me which was sent to you by His Excellency Jagdip Dhankar Sir, The Honourable Vice President of India
4. Kindly disclose daily progress report on my said public complaint
5. Provide name of all officers who scrutinized and read my grievance letter petition.
6. Does your ministry/department/office provides acknowledgement letter to all persons whose public complaint grievances are received by you.
7. Has Future Retail, Or Big Bazaar or Home Town been declared Bankrupt or Insolvent by your office? Provide information.
8. Has Kishore Biyani, the chairman founder owner of Big Bazaar has fled the country.
9. Kindly disclose the address of Big Bazaar or Future Retail or Kishore Biyani as available on your record.

10. How can we get back our trapped money which has been in Big Bazaar Profit Club card, As shops and offices of Big Bazaar all across India have disappeared. Does your Dept/Ministry has knowledge of this fact that Big Bazaar, Future Retail Ltd. Has illegally trapped money of public and is not returning back. Does your ministry/dept has information that Big Bazaar, Future Retail and all its subsidiaries have closed down their offices across the length & breadth of the country and fled with hard earned money of public.
11. Which company has brought Big Bazaar, Future Retail, which company is bound to provide us back our hard earned money which has been trapped as per your rules."
The CPIO, Registrar of Companies, Mumbai vide letter dated 28.06.2023 replied as under:-
"As per information maintained by complaint section of this office, upon reviewing the grievances related to Future Retail Limited, it has been determined that the company is currently undergoing liquidation. Therefore, stakeholders are advised to approach the Insolvency Resolution Professional (IRP) to address their concerns. Detailed information regarding the IRP can be found on the company's website.

013. As a result, this grievance is now considered closed." Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 28.06.2023. The FAA vide order dated 13.07.2023 upheld the reply of
CPIO.
Aggrieved and dissatisfied, the Appellant approached the Commission with the instant Second Appeal.
Facts emerging in Course of Hearing:
A written submission dated 03.06.2024 has been received from CPIO reiterating the above facts.
Hearing was scheduled after giving prior notice to both the parties.
Appellant: Present through audio conference
Respondent: Smt. Rujuta Bankar - Asstt. Registrar of Companies was present through video conference during hearing.
Deliberations between parties revealed that information held by the Respondent about the relevant Insolvency Resolution Professional had been accurately furnished to the Appellant in terms of the mandate of the RTI Act.
Decision
During the course of hearing, on perusal of records of the case and hearing averments of the parties, it became evident that appropriate reply in terms of the 2 / 4

provisions of the RTI Act has been duly furnished to the Appellant. Hence, in the given circumstances, since appropriate information in terms of provisions of the RTI Act has been duly provided by the Respondent, no further intervention is warranted in this case, under the RTI Act.
The appeal is disposed off accordingly.
