Under clause (b) of Regulation 11 of the Central Electricity Regulatory Commission (Procedure, Terms & Conditions for grant of Trading Licence and other related matters) Regulations, 2004, the following requirements have to be complied with by a licensee, namely:
(a) To furnish quarterly information to the Commission on the prescribed format,
(b) To submit to the Regional Load Dispatch Centre and Regional Electricity Board or the Regional Power Committee the information furnished to the Commission, and
(c) To post on the website the report submitted to the Commission.
2. Earlier, it came to the Commission's notice that Chhattisgarh Electricity Company Ltd. was not posting the information furnished on their websites. Therefore, the Commission by its order dated 13.6.2005 has issued notice to Chhattisgarh Electricity Company Ltd. directing it to explain why action for revocation of licence be not initiated for the non-compliance of the regulations.
3. Eastern Regional Electricity Board has pointed out that the persons who are granted licence for inter-state trading in electricity did not furnish the information to the Regional Electricity Board, Regional Load Dispatch Centre in violation of the provisions made in clause 11(b).
4. Non-submission of the information is contrary to the express provisions of clause (b) of Regulation 11 ibid. Chhattisgarh Electricity Company Ltd. is directed to explain why appropriate proceedings for revocation of the licence for inter-state trading in electricity granted to it be not initiated.
5. The reply shall be filed on affidavit latest by 15.7.2005
