For the reasons mentioned in the case of Bhubaneshwar Singh v. Union of India (WP (C) No, 1642 of 1986, decided on 14-7-1994), disposed of today, all the above-mentioned matters are dismissed. But in the facts and circumstances of the cases, there shall be no order as to costs.
