Cal. Welf. and Inst. Code § 317.5 : CALIFORNIA WELFARE AND INSTITUTIONS CODE — CHILDREN — DELINQUENTS AND WARDS OF THE JUVENILE COURT — JUVENILE COURT LAW — DEPENDENT CHILDREN-TEMPORARY CUSTODY AND DETENTION — Parties entitled to competent counsel; minor party to proceeding

(a) All parties who are represented by counsel at dependency proceedings shall be entitled to competent counsel.
(b) Each minor who is the subject of a dependency proceeding is a party to that proceeding.
