Cal. Pub. Util. Code § 6201.5 : CALIFORNIA PUBLIC UTILITIES CODE — PUBLIC UTILITY FRANCHISES BY LOCAL GOVERNMENTS — GAS, OIL, ELECTRIC, AND WATER FRANCHISES BY MUNICIPALITIES — GENERAL PROVISIONS — County may not grant franchise in incorporated area

As used in this chapter, municipality includes counties, but no county shall grant a franchise pursuant to this chapter in any incorporated area.
