County commissioners. "County commissioners" means the elected county commissioners of Piscataquis County.

Municipal officials. "Municipal officials" may include the mayor, aldermen, councillors or manager of a city, the members of the select board, councillors or manager of a town and the assessors of a plantation located in Piscataquis County.
