Water Code § 174 : California Water Code — General State Powers Over Water — State Administration Generally — State Water Resources Control Board — Legislative findings and declarations; legislative intent Date: 15 Sep 2016 TEXT PDF Current through the 2016 Legislative Session (a) The Legislature hereby finds and declares that in order to provide for the orderly and efficient administration of the water resources of the state, it is necessary to establish a control board that shall exercise the adjudicatory and regulatory functions of the state in the field of water resources. (b) It is also the intention of the Legislature to combine the water rights, water quality, and drinking water functions of the state government to provide for coordinated consideration of water rights, water quality, and safe and reliable drinking water.
