further to amend the Uttar Pradesh State Universities Act, 1973.
IT IS HEREBY enacted in the Fifty-eighth Year of the Republic of India as
follows :-
1. (1) This Act. may be called the Uttar Pradesh State Universities
Short title and
commencement
(Amendment) Act, 2007.
(2) It shall be deemed to have come into force on June 2, 2007.
2. In the Uttar Pradesh State Universities Act, 1973 in section 37 and 38, for
the word "Chancellor" wherever occurring, the words "State Government" shall be
substituted.
3.(1) The Uttar Pradesh State Universities (Amendment)
Ordinance Ordinance, 2007 is hereby repealed.

(2) Notwithstanding such repeal anything done or any action taken under the
provisions of the principal Act as amended by the Ordinance referred to in sub-section
(I) shall be deemed to have been done or taken under the corresponding provisions of
the principal Act, as amended by this Act as if the provisions of this Act were in force
at all material times.

STATEMENT OF OBJECTS AND REASONS
*Section 37 of the Uttar Pradesh State Universities Act, 1973 provides for admission of colleges
to the privileges of affiliation by the Universities situate at Agra, Gorakhpur, Kanpur, Faizabad, Meerut,
Jhansi and Jaunpur and section 38 provides for recognition of associated colleges of Lucknow
University to impart instructions for post graduate degrees. In the said sections it was provided that such
admission or recognition shall be granted with the previous sanction of the Chancellor. It had been
considered proper and expedient that such admission or recognition should be granted with the previous
sanction of the State Government. It was, therefore decided to amend the said Act to provide for
accordingly. •
. Since the State Legislature was not in session and immediate legislative action was necessary to
implement the aforesaid decision, the Uttar Pradesh State Universities (Amendment) Ordinance, 2007
(U.P. Ordinance no. 5 of 2007) was promulgated by the Governor on June 2,2007.
This Bill is introduced to replace the aforesaid Ordinance. .
