further to amend the Haryana Vishwakarma Skill University Act, 2016.
Be it enacted by the Legislature of the State of Haryana in Sixty-eighth Year of the Republic
of India as follows:-
1. This Act may be called the Haryana Vishwakarma Skill University (Amendment)
Act, 2017.
Short Title.
2. In section 7 of the Haryana Vishwakarma Skill University Act, 2016 (hereinafter called the
principal Act), for clause (v), the following clauses shall be substituted, namely:-
“(v) to create posts and prescribe the terms and conditions of appointment of Director,
Principal, University teacher, non-vacation academic staff, non-teaching skilled,
administrative and ministerial staff and such other posts, as required by the
University, subject to the provisions of section 35;
(w) to establish, maintain and manage, whenever necessary,-
(a) Knowledge Resource Centre;
(b) University extension boards;
(c) Information bureaus;
(d) Employment guidance bureaus;
(e) Autonomous Evaluation Boards;
(x) to do all such things as may be necessary, incidental or conducive to the attainment
of all or any of the objects of the University.”.

Amendment of
section 12 of
Haryana Act 25
of 2016.
3. For sub-section (3) of section 12 of the principal Act, the following sub-section shall be
substituted, namely:-
“(3) The State Government shall constitute a Selection Committee consisting of one
nominee of the Chancellor and two nominees of the Executive Council, three months prior
to the expiry of term of the Vice-Chancellor, which shall prepare a panel of atleast three
names, in alphabetical order, from which the Chancellor shall appoint the Vice-Chancellor,
on the advice of the State Government. The terms and conditions of service of the Vice-
Chancellor shall be determined by the Chancellor, on the advice of the State Government.”.
Substitution of
section 18 of
Haryana Act 25
of 2016.
4. For section 18 of the principal Act, the followings section shall be substituted, namely:-
“18. Skill Council.- (1) The Skill Council shall be the principal academic body of
the University and shall, subject to the provisions of this Act, the Statutes and Ordinances,
co-ordinate and exercise general supervision over all academic and skill training policies of
the University.
(2) The constitution of the Skill Council, the term of office of its members and
its powers and functions shall be such, as may be prescribed.”.
Amendment of
section 24 of
Haryana Act 25
of 2016.
5. For clause (h) of section 24 of the principal Act, the following clauses shall be substituted,
namely:-
“(h) to keep the courses subsidized for first three years from the start of the course;
(i) to start an apprenticeship program which has fund to promote work study
programmes and provide stipend to the students;
(j) to define accountabilities of all councils towards the overall performance of the
University so as to accelerate the University in the direction of growth and
development;
(k) mechanism for prevention of ragging of students of the University and affiliated
colleges;
(l) mechanism for prevention, redressal of grievances and penalty for sexual
harassment of University teachers, employees, student of the University and
affiliated colleges in accordance with the provisions of the Sexual Harassment of
Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (Central
Act 14 of 2013);
(m) all other matters which by this Act or the Statutes are to be made or may be
provided for by the Ordinances.”.
Repeal and
savings.
6. (1) The Haryana Vishwakarma Skill University (Amendment) Ordinance, 2017
(Haryana Ordinance No. 3 of 2017), is hereby repealed.
(2) Notwithstanding such repeal, anything done or any action taken under the said
Ordinance, shall be deemed to have been done or taken under this Act.

STATEMENT OF OBJECTS AND REASONS
India has a huge target of skilling 400 million youth by 2020 with speed, scale and standards whereas at present
India has only 2% skilled population. The country presently faces a dual challenge of severe paucity of well-trained,
quality labour, as well as non-employability of large sections of the educated workforce that possess little or no job
skills. Central Government has also launched various flagship Programmes such as Swachh Bharat Abhiyan, Make in
India, Digital India, National Solar Mission etc. which has further created the demand of skilled man power. To promote
skill development in the country, National Skill Qualification Framework has been notified by Government of India.
Realizing the need of skilled man power and to give impetus to the industry, State Government has established
Haryana Skill Development Mission. Skill Development & Industrial Training Department, Haryana has been
designated as Nodal Department for Skill Development in the State.
In order to effectively roll out National Skill Qualification Framework, to implement it in true letter & sprit, to
place an institutional mechanism and create an institution of higher skill learning, need to set up a Skill University was
felt by Government of Haryana. Accordingly, the Haryana Vishwakarma Skill University was established and
incorporated by Act No. 25 of 2016 to facilitate and promote skill, entrepreneurship development, skill based education
and research in the emerging areas of manufacturing, textile, design, logistics and transportation, automation,
maintenance, etc. and to raise skill level in various fields related to these areas and for matter connected therewith or
incidental thereto. The University is on the way ahead to offer skill courses from certificate level to Doctorate level.
The University has started its work from 1st February, 2017 by making its transit office at Gurugram. The
University will be set up at its permanent site in Village Dudhola, District Palwal over more than 82 acres of land for
which IRCON Infrastructure and Services Ltd. has been appointed as Project Management Consultant. The University
has also released its Vision Document defining its future roadmap on 25th August, 2017 at Faridabad.
Some of the administrative staff has been recruited by the University. Required Administrative, Technical,
Non Teaching and Teaching staff needs to be recruited by the University to meet its intended functions. This University
being different from other general Universities/ Technical Universities of the State, therefore, its requirements for
administrative staff, teaching staff and non-teaching and technical staff are different from other State Universities.
Curriculum of the University at various levels needs to be designed in regular/ modular format with collaborative
partnership of the industry and needs to be aligned to NSQF levels.
To effectively discharge various functions of the University as enumerated in the Act and as per National and
International requirement of skill courses, the existing Act of the University needs to be amended.
