Be it enacted by the Legislature of the State of Haryana in the Sixty-ninth Year
of the Republic of India as follows:-
1. This Act may be called the Haryana Vishwakarma Skill University
(Amendment) Act, 2018.
Short title.
2. In the long title of the Haryana Vishwakarma Skill University Act, 2016
(hereinafter called the principal Act), for the words “THE HARYANA
VISHWAKARMA SKILL UNIVERSITY”, the words and sign “SHRI
VISHWAKARMA SKILL UNIVERSITY, HARYANA” shall be substituted.

Skill University”, the words and sign “Shri Vishwakarma Skill University, Haryana”

STATEMENT OF OBJECTS AND REASONS
India has a huge target of skilling 400 million youth by 2020 with speed, scale and standards whereas at
present India has only 2% skilled population. The country presently faces a dual challenge of severe paucity of
well-trained, quality labour, as well as non-employability of large sections of the educated workforce that possess
little or no job skills. To promote skill development in the country, National Skill Qualification Framework has been
notified by Government of India.
In order to effectively roll out National Skill Qualification Framework, to implement it in true letter &
spirit, to place an institutional mechanism and create an institution of higher skill learning, need to set up a Skill
University was felt by Government of Haryana. Accordingly, the Haryana Vishwakarma Skill University was
established and incorporated by Act No. 25 of 2016 to facilitate and promote skill, entrepreneurship development,
skill based education and research in the emerging areas of manufacturing, textile, design, logistics and
transportation, automation, maintenance, etc. and to raise skill level in various fields related to these areas and for
matter connected therewith or incidental thereto. The University is on the way ahead to offer skill courses from
certificate level to Doctorate level.
The University has started its work from 21st January, 2017 by making its transit office at Gurugram. The
University will be set up at its permanent site in Village Dudhola, District Palwal over 82.72 acres of land. The
University planning is proliferated into 3 phases. The phase-I shall be built in 21932 sq. mt., phase-II in 11642 sq. mt.
and phase-III in 10092 sq. mt. HVSU and IRCON Infrastructure and Services Ltd., a Govt. of India undertaking, has
signed an agreement on dated 22.01.2018 to build the University’s campus at Dudhola village. The agreement has
been entered for the phase-I building plans only. In Phase-1 of the campus development of the University, buildings
for Academic blocks, Administrative blocks, Residential for staff, Centre of Excellence, Hostels, Library, Stadium
and other facilities including Construction Skill Academy shall be constructed. The Phase-1 work is likely to
complete by January, 2020.
The classes for the in-Campus Model in Dudhola are planned to be started from the academic
session 2020-21. Working from its transit office, the University has already established an Out Campus model
through its dual education system with industry under Earn & Learn programme. The total number of courses/
programs already started is eleven. Besides this, University has also offered/announced 6 certification programs.
Since, Lord Vishwakarma is worshiped by our society, so, it is proposed that the name of the University be
changed from “Haryana Vishwakarma Skill University” to “Shri Vishwakarma Skill University, Haryana”. For this,
the existing Act of the University needs to be amended.
