Directorate shall

clerical services ^tothe Council.

8. All

orders and decisions of

the Council shall

be authenticated

by

the Member

Secretary. and Members. Meeting ^{of the} Council.

9.

(1)

The Council

shall make recommendations ^tothe Government ^on

long ^term

measures for

implementation

of

policy

reforms ^to

improve accessibility, equity

and

quality in

higher education.

(2) ^Thecouncil

shall ^makerecommendations ^totheGovernment ^on

long ^term

measures^to achieve Sustainable

Development

Goal

(SDG)

for education.

(3) ^Thecouncil

shall

suggest measures ^{for the}administrative

reforms,

academic ^andfinancial accountability ^oftheUniversities^andother

institutions^of

higher

education ^inthe

State.

(4) ^Thecouncil shall submit ^itsrecommendations ^{on any}

matter related ^to

higher education ^inthe

State ^as

required

by ^theGovernment.

10. ^TheCouncil

shall ^haveitsownfund

comprising

the

grants

received

.from^the Government and from any other source,

duly

accounted ⁱⁿsuch

manner ^{as may}be

prescribed. 11(1) ^The

accounts^oftheCouncil shall^bemaintained ^insuch

manner^{and insuchform} as

may be

prescribed.

(2) ^TheCouncil shall prepare ^anannual

statement^of

accounts^{insuchformand} in such

manner as

may be

prescribed.

(3) ^The

accounts ^oftheCouncil shall ^beaudited^{onceina year}by ^suchauditor as the

Government may appoint ⁱⁿthis behalf.

(4) ^TheMember

Secretary ^totheCouncil

shall

cause^theannual audit

report ^tobe

printed ^and forward ^a

printed

copy thereof ^toeachmember^andshall

place ^such

report

before ^theCouncil for

consideration ^{atits next}

meeting.

(5) ^TheCouncil

shall^take

appropriate

action forthwith ^for

remedy ^ofanydefect ^or irregularity ^thatmaybe

pointed ^outintheaudit

report.

(6) ^The

accounts^oftheCouncil ^ascertified

by ^theauditor

together ^withtheaudit

report along with the remarks of the Council

thereon shall

be forwarded ^tothe Government within such ^{time as} may be

prescribed.

(7) ^The

Government

shall, ^{assoonas maybe}after^the

receipt ^{of the}annual

accounts

together with the audit

report

under sub—section

(6),

cause^thesametobe laid ^downbefore the State

Legislative Assembly.

12.

(1)

The Council

shall prepare and submit ^anannual financial

statement ^tothe Government ^{on or}before such

date ^as

may be

prescribed

of the estimated

capital

and

revenue receipts ^and

expenditure ^forthe

ensuing

year.

(2) ^Thesaid

statement shall include ^astatement^ofsalaries^and

allowances^of

members, ^the Council ^andofsuchother

particulars ^as

may^be

prescribed.

(3) ^TheCouncil^{may at anytime}

during ^theyearin

respect ^of

which ^astatement under sub—section

(1) ^hasbeen

submitted,

submit ^totheGovernment ^a

supplementary

statement, and ^all provisions ^ofthissection

shall

apply ^tosuch

statements ^as

they apply ^tosuch

statement under the said sub-section.

13. The Council shall prepare

for every year ^a

report

of

its activities under

this Act

during that year and submit the

report ^tothe Government.
