Savings.

3. In section 28 of the principal Act, for sub-section (5), the followi sub-section shall be substituted, namely

"(5) Notwithstanding anything contained in any other provisionSif this Act, admission to medical and engineering colleges and to comity of instruction for degrees in education or Ayurvedic and Unani System of medicine (including the number of students to be admitted), shall be regulated by such orders (which if necessary may be with retrospecti effect, but not effective prior to January 1, 1979) • as the State Gayer ment may, by notification, make in that behalf:

Provided that no order regulating admissions under this su section shaft be inconsistent with the rights of minorities in the matt of establishing and administering educational institutions of the choice."

4. In section 50 of the principal Act,-

in sub-section (1-A), for the word and figures "December 31 1978", the word and figures "December 31, 1981", shall be substituted;

in sub-section (2), for the word and figures "December 31, 1978" the word and figures "December 31, 1981", shall be substituted.

5. In section 60-A of the principal Act, in clause (1), for the words "lo authority" the words "Nagar Mahapalika" shall be substituted.

In section 28 of the Uttar Pradesh Universities (Re-enactment an Amendment) Act, 1974, in sub-section (1), in the proviso, for the word an figures "December 31, 1977", the word and figures "December 31, 1981", sbal be substituted.

Notwithstanding anything contained in the principal Act,-

anything done or any action taken or any order made by any officer or authority of the University or by the State Government in the exerm, or purported exercise of their powers or in the discharge or purported discharge of their duties under the said Act at any time after July 21, 19 (hereinafter in this clause referred to as the said date) but before July 31 1980 shall be as valid and operative as if the provisions of this Act were in force at all material times, and such thing, action or order shall 119, be questioned in any court, tribunal or authority merely on the ground that such officer, authority or Government had no jurisdiction to do sue!' thing or to take such action or to make such order after the said date,

the officers appointed and the members of authorities constituted under clause (a) of sub-section (1-B) of section 4 of the principal A. and holding their respective offices on April 21, 1980 shall be deemed p continue to hold such offices up to December 31, 1981, or until tbe officers are duly appointed and authorities are duly constituted In accordance with clause (c) of the said sub-section whichever be earlier,

(2) Sections 2, 3,4, 6, 7 and 8 shall be deemed to have come into force 0 January 1, 1979, section 5 shall be deemed to have come into force on Septemb 26, 1979 and the remaining provisions shall come into force at once.
