Emoluments) Act, 1952, hereinafter referred to as the principal Act— '
(1) in sub-section (1) —

word "15,000 kilometers" and for the words "free non-transferek
coupons or pass entitling him to travel, within the State of Una}
Pradesh, at any time by Uttar Pradesh Government Roadways on the
highest class, if any", the words "free nontransferable pass entitlihy
him to travel within the State of Uttar Pradesh at any time by
Uttar Pradesh State Road Transport Corporation bus on the highest
class, if any, without payment of passenger tax due under any law f-
the time being in force" shall be substituted;
for the second proviso, the following proviso shall be sa4itt..
tuted, namely :—
"Provided further that such member may, in such manner'ii
may be prescribed, use the said rail travel coupons for takiitg;
with him other members of his. family also in journeys by. rii
within or outside Uttar Pradesh, so, however, that such distaild2

cribed, each member referred to in sub-section (1) shall be entitler
for his attendance required in connection with his duties or fttpc
dons as member, to—
incidental charges for journeys for the said pariO4,
namely, for attendance in each session of the Legislative AssetnimYi.
or Legislative Council, as the case may be, or at any sittiie
of any committee thereof, only fOr coining to the place of sitt0,:;,
and for going back to his residence not more than- twice it0:1
calendar month ; and
daily allowance at the rate of rupees fifteen :
Provided that no daily allowance shall be payable to
Leader of the Opposition.
th•r, Explanation—In this Act, the expression 'the Leader of
Opposition' means the member of the Uttar Pradesh Legislatite:-
Assembly who is for the time being recognised as such by 41,2ei: 1, 2
Speaker of the Legislative Assembly."

(4) for sub-section (3), the following sub-section shall be substituted,
namely :—
"131 Every member referred to in sub-sections (1), other than the
Leader of the Opposition, shall be entitled to a consolidated
compensatory allowance [inclusive of incidental charges, if any,
ot.itcr than incidental charges referred to in sub-section. (2), for any
journey by rail, road or air, and daily allowance and all other
expenses whatsoever in respect of his attendance required in connec-
tion with his duties or functions as such member] of three hundred
and fifty rupees per month subject to a deduction of ten rupees for
each day of absence from a sitting of the House of the State Legis-
lature or Committee thereof, of which he is a member :
Provided that no such deductions shall be made foi absence in
such circumstances and subject to conditions as may be prescribed.
(4) Every member referred to in sub-section (I) may also use
the bus pass referred to in the said sub-section for taking a com-
panion along with him."
(5) for .numbers and words "10,000 kilometers," wherever occurring,
numbers and words "15,000 kilometers" shall be substituted.
3. In section 2-B of the principal Act—
in sub-section (1), for the proviso the following proviso shall be
substituted, namely :—
"Provided that when the accommodation provided is of "B" type
or when no accommodation is provided, the member shall be paid
compensatory allowance, which in the former case shall be at the
rate of Rs.55 per mensem and in the later case at the rate of Rs.150
per mensem."

standing anything in any law inforee immediately before the commence-
ment of the Uttar Pradesh Legislative Chambers (Members' Emoluments)
(Amendment) Act, 1976, such rules may be made in respect of all mem-

5. Any rules that may be made under section 5 of the principal Act for Retrospective
.purposes of carrying into effect the proviso to sub-section (3) of section 9 or power to make rule& the principal Act, as amcndecl by this Act, may be made retrospectively with
