(a) 'Panchayat Samiri' menas a Panchyat Samiri constit~ted under the Pan~hayat Sarniti Act;

( a ) the election oP member includiogthc Chairman for reconstitution of eyery Panchayat Samit of the Statc shall be held w i t h ¶itbe 31st January, 19921; ( b ) during the period kginning with the date of comn~~nement of this Act and until the recoastlt~tion of the Anchayat Samili, the powers and duties of every Panch~yat Samiti and its Chairman shall be excrciscd and discharged by the Sub-Collector having jurisdiction over the ancerned Blocl. .
(2) The election of members incluaing the Chairman as referred lo in clause (a) of sub-section (1) shall be held in amordance with the Panchayat Sarniti Act and the rulcg made thereunder.
(3) The Panchayat Samiti so reconstituted shall, for all intcnts and purposes, be deemed to have been wnstituted under, and be governed by, the provisions of the Panchayat Samiti Act and the rules madc thereuoder. and 4. (1) The Orisba Panchayat Samitis ( Postponement of Elccfion) Ordinance, 1990 aiasjr is hereby repeated. Q?dhaa~r

(2) Notwithstanding such rep&, anythlng done or any action taken under the rm. O;dinan~ so repealed shall be deemed to have been done or taken under the provisions of this Act.

AN ACT TO AMEND THE ORISSA GRAMA PANCHAYAT SMITIS (POSTPONEMENT
OF ELECTION) ACT, 1990.
BE it enacted by the Legislature of the State of Orissa in the Forty-first Year of the Republic of India as follows:-
Short title 1. This Act may be called the Orissa Grama Panchayat Samitis (Postponement of Election) Amendment Act, 1990.
Amendment
of section 3. 2. In section 3 of the Orissa Panchayat Samitis (Postponement of Election) Act, 1990, in sub-section (1), in clause (a), for the figures, letters and wards "31stJuly, 1990", the figures, letters and ward "31stJanuary, 1991" shall be substituted. Orissa Act
