Prtnrnble.-WHEREAS it is neccssa1 y in the public interest to provide for the extinguishment of the right of the 1~hekkemadoru Swa1niyar Mathapram to receive, and the liability of the land !,olden to pay, RaJabhogam, and for matters connected therewith. t
DE it enacted in the Thirty-first Year of the Republic of Indin as follows :-
1. Short tttle and co1nmencernent.-( l) This Act may be called t lu~ Payment of Rajabhogam to Thekkemadom Swamiyar Mathapra1n \ .. 1holition) Act, 1980.
(2) It shall come into force 011. such date as the Government may, by nottfication in the Gazette, appoint. 2 . L)ejtnllz ons.-In this Act, unless the context otherwise

(a) "appointed day" means the day on which this Act comes into force ,
(b} '(landholder" means a person holding any sanketham l"ncls and liable to pay Rajabhogam to the Mathapram ;
(e) "Mathapram" means the 1,hekkemadom Swamiyar Mat l1apram at rfrich ur ;
(d) «Rajabhogam', means the assessment on the sanketham lands, pnyable to the Thekkemadom Swamiyar Mathapram, whether cnlled ~1uppara or Etti1onnu ;
(e) "Sank~tham lands'' means the lands in the Manicka- ntnngalnm village in the Abrvaye Tatuk of Ernakula1n District, in t~pt!Ct of v•hich Rajabhogam is payable to the Mathapram.
3. Abolttzon of Rajahhogam.-Notwithstandinganything contained in any J,1w fi,r the time being in force, or in any judgment, decr,•e or order of any ( nurt, or in any contract or other document wjth effect on and frotn the , ppoinled day.-
(a) th<· rjght of the Mathapram to recelV<: Rajabhogams shall stand ext inguishcd, and ------- ---------------

5. Arrea1s of RaJablzogam.-Notwithstanding anything to the contrary cont;tiucd in this Act, a11 arrears of Rajabhogam which accrued due bef(,re the appoi11tcd day and remain unpaid to the Mathapram 011 that day shall he rccov~rabJc by or on behalf of the Mathapram in the 1ame rrlanner as they wcr(: recoverable immediately before the appointed day. (j. J>ower to nzake rules.-( 1) The Government may, by notification in th~ Gazette, make rules to carry out the purpo'ies of this Act.
(2) Every rule made under this sectjon shall be laid, as soon as may he nft(!r it is made, before the Legislative Assembly whzle it 1~ in session fot a to1al period of fourteen days \\'hich may be comprised in OJlC sc.ssion or in two successive sessions, and if, before the expiry of the scs,ion in which it i~ RO laid or the session immediately following, the Lcgislat1vc As'icmbl y makes auy n1odification itl the rule or dcctdes that the rule should not be made, the rule: shall theceafter have effect only in such modtfiect fortn or be of no effect, as the case may be; so however that any such modification or annul- ment shall be without prejudice to the v~lidity of anything previously done • un(Icr rhnt ruJe.
