(1) Thi s Ac t may be cal led the Assam Lo kayukta and Upa-Lokayuktas (Amendm ent) Act, 1999.
(2) It shall have the l ike extent as the principal Act.
(3) It shall come into force at once . In the princ ipal Act, in s ection 3,—
(i) in s ub-sec tion (1), in cl ause (b), in the firs t paragraph, punctua tion mark colon, appearing at the end, shall be omitted and thereafter the following shal l be inserted , na mely
"provided, however, that when the of fice of the Lok ayukta is vacant the Upa-L okayukta or Up a-L okayuktas sha ll be ap po in ted follo wing the sam e proc ed ure as pro vid ed at clause (a) for appo intm ent o f the L okay ukta ." ;
(ii) in sub-sec tion ( 3),—
(a) a fter the f irst para graph, the following prov iso shall be inserted, namely
"P rovided tha t in the ev en t of the offic e of the Lo ka yu kta fa lls va cant the du tie s of the of fic e of the Lo ka yu kta sha ll be perfo rm ed by the Up a-Lo kayukta or Upa -L ok ay uk tas un till the Lo ka yu kta ap po inted under sect ion 3 enters upon his off ice ;
(b) in the ex is tin g pr ov iso, af te r the wo rd,
"Pro vided", th e w ord "further" shall be inserted.
