Preamb le.—Whereas i t is exp edient to amend furth er the Assam Liq uor Prohib ition Act, 1952 (Assam Act I of 1953), hereinafte r called the Princi pal Act in the m anher her ein after app ear ing ; It is h ereb y ena cted in the Seventh Yea r of the Republic of India as follows :—
1. Short t itle, extehf atnd ca nS m ed ce m eh f.—(1) This Act may be
called the Assam Liquor Proh ibit ion (Am endment) Act j 1956.
(2) It shall have the like extent as the Prin cipal Act.
(3) It shal l c om t into force at once.
2. Atn ei id m tn t o f Section 2 o f Ass am Afct 1 o f i953 .—For sub = Section (3) an d the exp lanatio n below it in Section 2 o f the Prin cipal Act the fo llowing shall be substituted, namely :—
" (3) Liq uor means arty intoxica ting liqu or and includes all liqu id consisting Of or con tain ing alcohol^ also Ta ri conta ini ng alcohol and Pachwai in any form and any subs tance which the Sta te Gover nment ma y,

3. A m en dm en t o f Se ct io n 3 o f A ss am Ac t 1 o f 1953.— In Section5
3 of the Prin cipal Act, the following shall be ad de d as a proviso, na mely:—
" Provided th at fo r three years from the c ommencement of the Assam Liq uor Prohib ition (Am endmen t) Act, 1956 it shall be lawful for a family of Scheduled Tribes to posses-s Pac hwai to the extent of two a nd h al f seers; for t he p urpose of home con sum ptio n.
Explanation.—The word 'family' means persons living together and hav ing a co mmon kit chen" .
4. Amendment of Section 21 o f tfae Assam Act X of 1953.—
For S ection 21 of the Prin cipal Ac t, the following shall be sub sti tuted , na mely:—
" 21. The Sta te Governmen t may prescribe the conditio ns un de r which licenses may be issued for the ma nufac tur e, im port, transport, sale or possession of liquor on the grou nd th at such liquor is requ ire d by such person for a bona fid t m edici na l, scientific, ind ust ria l, relig ious or such like purpose or for sale to permit holders under Section 20" .
