further to amend the Gujarat Stamp Act, 1958. It is hereby enacted in the Seventieth Year ofthe Republic of Indiaas follows:-
1. (1) This Act may be called the Gujarat Stamp (Amendment) Act,
2019.
(2) It shall come into force on such date as the State Governmentmay, by notification inthe Official Gazerre, appoint. Short title and
commencement.

STATEMENT OF OBJECTS AND REASONS
Certain instruments are chargeable with duty ofthe amount indicated in Schedule I to the Gujarat Stamp Act, 1958. The fixed stamp duty rate on some Articles under the said Schedule I has not been enhanced since 2014, although the transaction volume and value both have increased many times due to economic growth in the country and the State. It is, therefore, considered necessary to further rationalize the various fixed stamp duty rates in order to bring in reasonability, rationality and simplicity for the public in general.
This Bill seeks to amend the said Act of 1958 to achieve the aforesaid object.

MEMORANDUM REGARDING Di,LEGATED LEGISLATION The Bill provides for delegation of legislative power inthe following respects:--
Clause 1.- Sub-clause (2) of this clause empowers the State Govemment to appoint by notification in the Oficial Gazette, the date on which the said Act shall come into force.
The delegation of legislative power, as aforesaid, is necessary and is of a normal character.
