2. In these rules unless there is anything repugnant in subjecr, or context:-
(a) "Commission" means the Orissa Public Service Commission:

Provided that any Junior Veterinary Officer or Veterinary Sub-Assistant Surgeons who in the opinion of the Committee is of cxccptional merit and suitability may with specific reasons be assigned a place in the list higer than that of the Officers senior to him.

17. (l) The list of candidates recommended by the Commission shall be placed before the Governmeot and after approval of Government shall form the select list for regular appolntment.
(2) The s€lect list shall ordinarily remain in force till it is replaced by a fresh select list prepared in accordance with these rules.

THB ORISSA CLASS II VETERINARY SERVICE (SENIOR BRANCII)

PART I
GsNEnA.r, '1. (a) These rrrles may be called the Orissa Class II Veterinary Service (Senior Branch) Rules, 1951.
(b) They shall come into force at once.

4. Appcintmenr to the servic€ shall bc made by Gcvernment on the recr,mmendations of the Commi- ssion by either of the folloving methods:-

(r)) Promotion of qualified ofrccr from the Orissa Veterinary Service, Class-II (Junicr Branch). On each occasion it will be d-:cided by G:vernment whether appointment will be rnade by promo- tion or by direct recruitment or both.

DIRBCT RBCRUITMBNT
5. The Commission shall announce in such manner as thcy think fit the number of vacancies to be filled in any year by direct appJ;ntinrnt, and shall invite applications frcm carrdidates eligible for appointment to the servic€'
6. ln rcspect of administrative posts candidates should ordinarily be under 28 years and over 21 years of age and for spccialised posls candidates should ordinarily be under 40 years and over 2l years of age on the Istday of August pf thc ycar in shich applications are invited by the Commission:
Provided that in respect of Administrative posts thc maximum age-limit shall be increased by three yoars in clse of candidates belonging to Scheduled Castes or Scheduled Tribes or Backward Cl4sses and bI five years irl case of women candidates.
7.(a) Candidates for Administrative posts must hold B. V. Sc. degree or an equivalent qualification in Veterioary Scieoce.
Preference will be given tc those who hold diploma of M. R. C. V. S.
(b) Candidate for specia'lised posts must:-
(i) hold a degree or diploma from a recognised Veterinary or Animal Hushandry Collegein India or abroad;and
(ii) have undergone training required for the posts:
Provitled that a candidate for appointment as Uvestock Officet may, in lieu of the qualification Dentioned in sub-n e (b) (i) of this rule, hold either a degree from a Yeterinary or Agricultural College as well as a post-graduate degree or diploma in Animal Husbandry.
8. Candidates shorrld ordinarily be pcrmaneni rosidents of the State as defined in Resolution No.38-. Reforms, datcd the l8th January 1949, and shall bc required. to file along,with their applications a declatation in tbe prescribed form obtainablc from the Secretary to the Commission.
