to provide an incentive to ensure grealer participation by district based entrepreneurs and prolessionals as a part of Government policy thereby facilitating decentralisation of developmental activities with greater participation of people from nook and corners of the State of Arunachal Pradesh to build a society of people with unilorm social and economical status in the State and matter connected therewith and incidental thereto; BE it enactedin the Sixty-sixth Year of the Republic of lndia, as follows,-
1. Short title, extent and commencement : (l) This Act may be called The Arunachal Pradesh District Based Entrepreneurs and Professionals (lncentive, Developmenl and Promotional) Bill,
2015.
(2) lt extends to the whole ofArunachal Pradesh
(3) lt shall come into force on such date as the Stale Government may by notification in the Official Gazette appoints.
2. Delinition :
ln this Act unless the context otheMise requires,-
(a) "Act" means The Arunachal Pradesh District Based Entrepreneurs and Professionals, lncentive, Developmentand Promotional Act, 2015.
(b) "District Based Enlrepreneurs and Protessionals" means and includes any person who is involved in activity of execution of Development and welfare project ol the Government and includes Architect, Engineers, Contractors, Doctors etc, but

does not include any government official. The person must be local having Arunachal Pradesh domiciled certificate and is a permanent resident of the District.
(c) "Prescribed" means prescribed by Rules under this Act.
(d) "Scheduie" means Schedule to this Act.
3. Prelerence to District Based Entrepreneurs and Prolessional :
(1) The State Government shall, in its development and wellare Oriented projects in a district give preference to the district based entrepreneurs and professionals to secure equitable distribution ol State Developmental work among diflerent categories of entrepreneurs in project works upto or involving such amount as prescribed in the Schedule hereto.
(2) The State Government may also lay down such other norms asmay be prescribed in this behalf for elfective implementation of promotional schemes.
4. Designated Authority:
(1) The State Government shalldesignate such officer or authority to evaluate and monitor implementation of the provisions of the Act to ensure greater participation by district based entrepreneurs and professionals and as a part of Government policy of ensuring decentralization ol developmental activities and greater participation of people in all corners of the State.
(2) The authority shall work for such period as may be provided by rule and it shall be the duty of the authority to suggest ways and means lrom time to time lor implementation of the scheme under the Act.
5. Power to make rules : The State Government may by notification make rules for all or any of the provisions of this Act for carrying out the provisions of the Act. All rules made under this Act shall be laid before the State Legislature, as soon as, may be, it is made.
