THE ODISHA SERVICE OF ENGINEERS (VALIDATION OF
APPOINTMENT) ACT , 2017.
AN ACT TO VALIDATE THE ADHOC APPOINTMENT OF ONE ASSISTANT
ENGINEER MADE TO THE ODISHA SERVICE OF ENGINEERS.
BE it enacted by the Legislature of the State of Odisha in the Sixty-eighth Year of the Republic of India as follows :—
1. This Act may be called the Odisha Service of Engineers (Validation of Appointment) Act, 2017.
2. In this Act, unless the context otherwise requires,—
(a) "Government" means Government of Odisha;
(b) "Recruitment Rules" means the Odisha Service of Engineers' Rules, 1941; and
(c) "Service" means the Odisha Service of Engineers. Short title.

(1) Notwithstanding anything contained in the Recruitment Rules, Shri Ashok Kumar Sahoo, Assistant Engineer belonging to the discipline of civil who is working as such on adhoc basis in the Water Resources Department, shall be deemed to have been validly and regularly appointed under the Water Resource Department of the Government against the direct recruitment quota of the service with effect from the date of commencement of this Act and, accordingly, such appointment shall not be challenged in any court of law merely on the ground that such appointment was made otherwise than in accordance with the procedure laid down in the Recruitment Rules.
(2) The service rendered by Shri Ashok Kumar Sahoo, Assistant Engineer on adhoc basis whose appointment is so validated, shall count for the purpose of pension, leave and increments, but for no other purpose including seniority.
