RESOLUTION

The 24th April, 2012

Subject: Restructuring of the Odisha Veterinary Service Cadre.

Livestock production has always been an integral part of the rural economy in Odisha. The Animal Husbandry sector accounts for nearly 30% of the Gross State Domestic Product for Agriculture and allied activities. The sector has ample potential to substantially enhance the production of milk, egg and meat to meet the domestic market demands, create employment and income generating opportunities for the rural poor and to enhance their food and livelihood security.

2. Keeping in view of the above aspects and in order to realize the overall goals of the Long-Term Action Plan, it is necessary to streamline and strengthen the Directorate of Animal Husbandry & Veterinary Services with a focus on delivery of specialized services which needs an organizational structure capable of meeting the new challenges. The present organizational set up of the DAH & VS has been restructured to meet the emerging need of better animal health care and livestock production in the State. Considering the need to streamline livestock production and animal health care of the State and overall goal incorporated in the Long Term Perspective Plan, the proposal for restructuring of OVS cadre was under active consideration of Government for sometime past. After careful consideration, the State Government has been pleased to restructure OVS cadre in the following manner.

1. Director, Animal Husbandry & Veterinary Services, Odisha :

The existing post of Director, Animal Husbandry & Veterinary Services, Odisha shall be continued as such in Pay Band-4 with Scale of Pay Rs.37,400 - 67,000 with Grade Pay Rs.8,700 and will be filled up by way of promotion from amongst the Additional Directors belonging to OVS cadre or from IAS cadre as may be decided by Government from time to time. The details are at Annexure-I.

2. Additional Director:

In addition to one existing post of Additional Director, two posts of Additional Director are created by way of upgradation through abolition of one post of Joint Director Level-I and one post of Joint Director Level-II, from OVS cadre in Pay Band-3 carrying Scale of Pay Rs.15,600 - Rs.39,100/- with Grade Pay Rs.7,600/-. The details are at Annexure - II.

3. Joint Director (Level - I):

The cadre of OVS in the rank of Joint Director Level-I is restructured and widened to total 6 (six) posts of Joint Director Level-I created carrying Scale of Pay Rs.15,600 - Rs.39,100/- with Grade Pay Rs.7,600/- in Pay Band-3 by way of upgradation of 4 (Four) posts of Deputy Director at Directorate of AH & VS, Odisha, one post of Deputy Director at OBPI, Bhubaneswar and one existing post of Joint Director, Level - II. The details are at Annexure - III.

4. Joint Director (Level - II) / CDVO:

The existing 30 (Thirty) nos. of Chief District Veterinary Officer posts along with 2 nos. of post of Deputy Directors, Odisha Biological Products Institute (OBPI) and 5 nos. posts of Deputy Director, Frozen Semen Bank (FSB) are upgraded to the rank of Joint Director Level-II in Pay Band-3 carrying scale of pay Rs.15,600 - Rs.39,100/- with Grade Pay Rs.6,600/-. Accordingly OVS cadre in the rank of Joint Director Level-II /CDVO is restructured and limited to 37 posts in Pay Band-3 in the Scale of Pay as indicated above. The details are at Annexure-IV.

5. Deputy Director/SDVO/ADVOO:

There is necessity of 58 (fifty eight) nos. of SDVO posts one for each revenue Sub- Division. There will be 30 (thirty) Additional District Veterinary Officer (Livestock Production) and 30 (thirty) Additional District Veterinary Officer (Disease Control) who will coordinate field work at the district level for a more effective veterinary service delivery system. 30 (thirty) Deputy Directors (DD) with specialization in Medicine, Gynecology, Surgery will be placed at District Head Quarter Veterinary Hospitals. All three Livestock Inspector Training Centers (LITC) will be headed by Deputy Directors. There will be one Deputy Director for small animal development and one Deputy Director for Poultry Development and one Deputy Director for Disease control.

Consequent upon restructuring of existing 43 posts of OVS cadre in the rank of Class-I Group-A (Sr. Br.), 154 posts are created in Pay Band-3 carrying Scale of Pay

Rs.15,600 - 39,100 with Grade Pay Rs.6,600/- in the rank of OVS Class-I Group-A (Sr. Br.) as detailed below:—

(i)Existing 41 posts in OVS Class-I (Jr. Br.) in Pay Band-2 in the Scale of Pay Rs.9,300 - 34,800/- with Grade Pay 5,400/- are upgraded to the rank of OVS Class-I Group-A (Sr. Br.) in Pay Band-3 in the Pay Scale of Rs.15,600 - 39,100 with Grade Pay Rs.6,600/-.

(ii)113 Posts are created in the rank of OVS Class-I Group-A (Sr. Br.) against abolition of equivalent nos. of Class-II (Group-B) posts in OVS cadre. The total posts in the rank of Class-I Group-A (Sr. Br.) is expanded and limited to 154.

6. Block Veterinary Officers / Specialist:

Consequent upon restructuring of OVS cadre in the rank of OVS Class-I Group-A (Jr. Br), total 355 posts of BVO / Specialist in Pay Band-2 carrying Scale of Pay Rs.9,300 - 34,800 with Grade Pay Rs.5,400/- are created against abolition of equivalent number of OVS Group-B posts as indicated below.

(i) 314 posts of OVS Class-II (Group-B) earlier upgraded to the rank of OVS Class-I Group-A (Jr. Br.) in Pay Band-2 carrying Scale of Pay of Rs.9,300 - 34,800 with Grade Pay Rs.5,400/- vide Finance Department UOR No.360- CS-I, dt.29.07.2008.

(ii) Creation of 41 such posts in rank of OVS Class-I (Jr. Br.) in Pay Band-2 in Scale of Pay Rs.9,300 - 34,800 with Grade Pay Rs.5,400 against upgradation through abolition of 41 posts of OVS Class-II Group-B. The details are at Annexure-VI.

In order to streamline the field level veterinary service delivery, it was felt that out of these 355 nos. of OVS Class-I (Jr. Br.) Group-A posts, 284 nos. will remain as Block Veterinary Officer (except District Head Quarters Block) and the remaining 71 posts shall be the posts of Specialist to function in the specialized technical institutions like OBPI, ADRI, CIL, FSB, farms etc. The details are given at Annexure-VI.

7. Veterinary Assistant Surgeon/ Additional Veterinary Assistant Surgeon:

Remaining 549 posts of OVS Class-II (Group-B) shall be the base level posts of OVS cadre carrying scale of pay of Rs.9,300 - 34,800/- with Grade Pay Rs.4,600/- in Pay Band- 2 and shall be filled up by direct recruitment through O.P.S.C. The details are given at Annexure-VII.

8. The cadre strength of restructured grades of Odisha Veterinary Service will be as follows:—

5. Class – I (Sr. Br.) 43 154 154 posts Class – I (Sr. Br.) are created by upgrading existing 41 posts of SDVOs in Class – I (Junior Branch) and existing 113 posts of OVS Class-II Group – B.
6. Class – I (Jr. Br.) 41 355 355 posts Block Veterinary Officers / Specialists are created by upgrading 314 posts of OVS Class – II Group – B (already upgraded by Finance Department vide UOR No. 360 / 29.07.2008 and notified vide this Department Resolution No.13054, dt.29.10.2008) and existing 41 posts of Class – II Group – B.
7. Class-II (Group-B) 1017 549 549 posts of VAS /Addl. VAS will be treated as entry level posts to be filled up directly by recruitment through O.P.S.C.

9. The amendments to or the formulation of the Rules regulating nomenclature and recruitment to the restructured cadre of OVS will be finalized in the prescribed manner in due course of time.

10. This will come into force with immediate effect from the date of issue of this resolution in Odisha Gazette.

11. The Finance Department vide their UOR No. 2800, dated the 19th May, 2010 have concurred in the proposal for restructuring of OVS cadre.

12. This has got the approval of the Cabinet in their 22nd meeting held on 4th April, 2012. The cadre strength of restructured OVS Cadre has been approved by Hon'ble Chief Minister as per decision taken in the Cabinet.
