(VALIDATION OF ORDERS, PROCEEDINGS AND
ACTS) ACT, 1988

and is hereby published for general information].
An Act to validate certain orders, proceedings and acts of Shri
Basharat Ahmad Koul, Revenue and Rehabilitation Officer, Srinagar
Development Authority under the provisions of the Jammu and Kashmir
Land Revenue Act, Samvat 1996.
Be it enacted by the Jammu and Kashmir State Legislature in the
Thrity-ninth Year of the Republic of India as follows :—
1. Short title and commencement.—(1) This Act may be called
the Jammu and Kashmir Land Revenue (Validation of Orders,
Proceedings and Acts) Act, 1988.
(2) It shall be deemed to have come into force with effect from
the 3rd day of July, 1986.
2. Validation of certain orders, proceedings and acts .—
Notwithstanding anything contained in any law for the time being on
force or judgment, decree or order of any court, all orders made,
proceedings taken or acts done by Shri Basharat Ahmad Koul, Revenue
and Rehabilitation Officer, Srinagar Development Authority, purporting
to act as Collector within the Kashmir Division for purposes of land
acquisition work relating to the schemes introduced by the Srinagar
Development Authority within the said division during the period
commencing from 16-8-1984 and ending with the date of publication
of notification SRO-375 dated 24th of June, 1988, shall be deemed to
be and always to have been validly made, taken or done and for the
purposes of the Jammu and Kashmir Land Revenue Act, Samvat 1996,
and of any other law for the time being in force, all such orders,
proceedings and acts shall be as good and valid as if a notification
specifically empowering the said officer to exercise such powers as

aforesaid has been issued by the Government under sub-sections (4)
and (5) of section 6 of the aforesaid Act.
3. Bar to suits and proceedings.—No suit or other legal
proceedings shall lie, if instituted, shall be proceeded within any court
against the Government or any authority subordinate to it on account of
or in respect of any such order validated by the provisions of the
preceding section
4. Repeal. —The Jammu and Kashmir Land Revenue (Validation
of Orders, Proceedings and Acts) Act, 1986 (Governor’s Act XVII of
1986) is hereby repealed.
