CHAPTER II
The
University
3. The
Unzverszty.——(l)
The
Chancellor,
the
Pro-Chancellor,
the
Vice- Chancellor, the
Pro-Vice-Chaneellor,
ifany,andthe
membersofthe
Senate, the
Syndicate
and the
Academic
Council,
for the time
being,
shall
constitute abody corporateby thenameofthe
University
ofKerala.
(2) The
University
shallhave
perpectual
successwnanda
common seal, and
shallsue andbe sued
by thesaid
name.

4. Territorial
limits—(l)
The
jurisdiction
ofthe
Universny
shall extend to the revenue districts
of
Trivandrum, Quilon,
Alleppey, Kottayam,
Idikki and Ernakulam of theState.
(2) NoeducatiOnal
institution
situated
beyond theterritonal
limits of the
University
shall, savewiththesanctionofthe
Chancellorand
the Government, beaffiliated tothe
University andno
educational
institution within theterritorial
limits ofthe
University
shall,save With the
sanctionof the Chancellor
and the
Government,seek orcontinue
affiliationto
any other University
established
by law.
5. Powers
of
the
University—The
Univmsny
shall
have
the follow- ing
powers, namely:—
(i) to
provide for
instructionand
training insuch
bianches oflear- ning asthe
UniverSity maydeem fit, andtomake
prowsion for
researchand for the advancement and
disseminationof
knowledge,
(ii) toinstitute
degrees,
titles,
diplomas and
other
academic distinctions:
(iii) toholdexaminations andtoconfer
degree and
other
academic distinctions on
persons who— (a)
shall have
pursued a
piescribed
courseof
Study ina college
under the
University,
unless
exempted
therefrom iii themanner
pres- cribed, andshallhave
passed the
prescribed
examinationor (b)
shallhavecarried on
reseaich under
prescribed
conditions and which has been
duly
evaluated;
(iv) toconfer
honorary degrees orother
distinctionson
distingui shed personsinaccordance With
the
conditionstobe
prescribed

the Statutes;
(v) to
grant diplomas,
certificatesor

persons who shall
have
pursued aprescribcd
course of study

CHAPTER III
The
Chancellor,
Pro-Chancellor and Ofiicers
of
the
University
7. The
Clzancellor.—(l)
The Governor
of Kerala
shall,
by
virtue
of his
office,
he the
Chancellor
of
the
Univeisity.
(2) The
Chancellor shall be the head ofthe
University and
shall, when present, preSide at
meetings ofthe
Senate, andat any
convocationof the Universny.
(3) TheChancellormay,
by
orderin
writingflannul anyproceed- ing ofany
ofthe
authorities ofthe
UniverSity
which isnot in
conformity with this
Act,
the
Statutes,
the
Ordinances,
the
Regulations,
the
rules or
the bye-laws :
Provided
that,
before
making any such
order,
the Chancellor shall
call upon such
authority toshowcause
why suchanorder shouldnotbe made
and conSidei the cause, if any, shown
by
such
authority
within a
reasonable time.
(4) The
Chancellor
shall, whenan
emergency arises, have the
right to suspend or
dismiss anyof the
authorities ofthe
University andtotake measures {Or the interim
administration
of the
University.
(5) Every
proposal fortheconfermentof an
honorary
degree
shallbe subject to
confirmation
by the
Chancellor.
(6) An
appeal
shalllietothe
Chancellor
against any order of dis- missal
passed by
the
Syndicate
or the
Vice-Chancellor
against
any person in
the serum ot
the
UniverSity.
(7) An
appeal
under
sub-section
(6)
shallbefiled
within
Sixty days from the
dateolserVicc of
the order of
dismissal on the
person concerned.
(8) TheChancellor
shall,
bcforc
passmg anyorderonan
appeal
under sub-section
(6),
refer the
matter
for adVice to a
Tribunal
appointed
by
him for the purpose.
(9) TheChancellor shallhavepower toremovethe
Vice-Chancellmor the Pro-Vice-Chanccllor from office
by
an ordei in
writing
on
charges
of misappropiiation or
mismanagement of
funds or
misbehaVior, Provided that such
charges
are
pioved by
an
enquiry conducted
by a
person who15orhas
been
aJudgc
ofthe
Higli
Court
or the
Supreme
Court appointed by the
Chancellor forthepurpose:
Provided furtherthatthe
Vice-Chancellor or
the
Pro-Vice-Chancellor shall not be
removed under this section unless
he has been given
a
reasonable opportunity of
showmg

against theaction
proposed to betaken
against him.
(10) TheChancellor shall havesuchother powers as
may be
conferred on him
by
this Act or
the Statutes. v

8. The
Pro-Chancellor.—(1)
The Minister for the
time
being
admini- Stering the
subject ofeducation in the
State shallbethePro-Chancellorof the
University.
(2) Intheabsenceof theChancellor or
during his
inability to act, the Pro-Chancellor
shall exercise all thepowers and
perform allthe functions of
the Chancellor.
9.
Officers
of
the
University—The following
shall
be the officers of
the University, namely :—
(i) the
Vice-Chancellor;
(ii) the
Pro-Vice-Chancellor;
(iii) the
Registrar;
(iv) theControllerofExaminations;
(v) theFinance
Oflicer; and (v1) suchother
officersintheserviceof the
University, as maybe declared
by theStatutes to beofficersofthe
University.
10. The Vzce-
Chancellor.——(l)
The Vice-Chancellor
shall
be
appointed by the
Chancellor ontheunanimous recommendation ofa
Committee appointed by him
consisting of
three
members, oneelected by the
Senate one nominated
by
the Chairman
of
the
UniverSity
Grants
Commission and the third nominated
by
the Chancellor.
The Chancellor shall
appomt one of
the members of the
Committee
to be its convener. The
Committee shall make
its recommendation Within a
period
of three months of its appointment.
(2) IncasetheComm1ttce
appointed
under sub-section
(1) ISunable to recommend a name
unanimously,
the
Vice-Chancellor
shall be
appointed by theChancellor fromamongthe
panel ofthree names
submittedtohim by the
Committee
withinthe
period
spec1fied inthe
preceding
sub-section.
(3) IncasetheCommittee fails to make aunanimous
recommendation as
prOVided insub-section
(1) orto submit
apanel as
provided
in
sub-section
(2) eachmemberoftheCommitteemaysubmita
panel of
three namesto the Chancellor andthe Vice-Chancellor
shallbe
appointed fromamong the persons mentioned inthe
panels.
(4)
Non-submission ofthe
panel
under sub-section
(3)
by anymember of the Committee
shallnotinvalidate the
appointment of
the Vice- Chancellor.
(5) Noperson who ismorethan
sixty yearsofageshall be
appointed as
Vice-Chancellor.
(6) TheVice-Chancellor
shall holdoffice foratermof fouryears from the
date onwhich heenters
uponhis
officeandshallbe
eligible
for reappointment:

any authority
of the
University,
but
shall not be
ent1tled to vote
thereat unless he 15
a
member of the
authority
concerned.
(10) Inthe
event
ofequality
ofvotesat
any meeting of the
Senate, the
Syndicate
or the Academic Council
or
of any other
authority,
at
which the V1ce~Chancellor1sthe
Chairman, heshallhaveandexercisea
casting
vote. (ll) Itshallbe the duty
ofthe
Vice-Chancellortoensurethat thepro- visions ofthis
Act,
the
Statutes,
the
Ordinances,
the
Regulations,
the rules
and the
bye-laws
are
faithfully
observed and carried out, and he
shall have
all powers
necessary
for this purpose.
(12) The
Vice-Chancellm
shallhavethe ught of
visiting and
inspect- ing colleges andother
institutions maintained
by, or
affiliatedto, the University.
(13) If at anytime, exceptwhen the
Syndicate orthe
Academic Council ism
session,
the Vice-Chancellor is
satisfied that an
emergency
has arisen
requiring himtotake
immediate
action
involving
the
excercise of any
power vested
in
the
Syndicate orthe Academic Counc11
by orunder this
Act,
the Vice-Chancellor may take such action as the deems
fit,
and
shall, at the next sess1on of the
Syndicate or
the Academic
Council,
as the case may be, report
the action
taken
by
himtothat
authority
for such
actionas it may consider necessary. (14-)

appomt, suspend,
dismiss or
otherwise punish anymemberofthe
establ1shmentofthe

belowtherankof Deputy Registrar:
Prov1ded that hemay delegate any of his powers under thls
sub-section to the Pro-Vice-Chancellor or
the
Registrar.
(15) TheVice-Chancellor shallhave power toconvene
meetings ofthe Senate, the
Syndicate, the
Academic Councilandany other authorities
ofthe University.

Itshallbe the
duty
ofthe
V1ce-Chancellor toseethatthepro- ceedmgs ofthe
University are
earned on 1n
accordance withthe
provi- sions ofth1s
Act, the
Statutes,
the
Ordmances,
the
Regulat1ons, the
rules and the
bye- lawsand to
report tothe
Chancellm every pioceeding
wh1ch is not in
conformity
with such
provisions.
(17) TheVice-Chancellor shall CXCICISCsuchother powersand
perform such other
functionsas
may be
prescribed by
the Statutes.
