Andhra Pradesh Gram Panchayats (Second Amendment) Act, 1987*

An Act further to amend the Andhra Pradesh Gram Panchayats Act, 1964.
Be it enacted by the Legislative Assembly of the State of Andhra Pradesh in the Thirty-eighth Year of the Republic of India as follows:-
Section 1. Short title and commencement
1. Short title and commencement.- (1) This Act may be called the Andhra Pradesh Gram Panchayats (Second Amendment) Act, 1987.
(2) It shall come into force on such date as the Government may, by notification in the Andhra Pradesh Gazette, appoint.
Section 2. Amendment of Section 3
2. Amendment of Section 3.- In the Andhra Pradesh Gram Panchayats Act, 1964 (Act 2 of 1964) (hereinafter referred to as the principal Act) in section 3, in sub-section (1),-
(i) in the opening portion for the words "or any part of a revenue taluk", the following shall be substituted, namely:-
"or any part of a revenue mandal having a population of as nearly as may be, fifteen hundred in the Scheduled Areas and three thousand in areas other than Scheduled Areas."
(ii) in the Explanation, for the words "revenue taluk" and "taluk", the words "revenue mandal" and "mandal" shall respectively be substituted.
Section 3. Substitution of new section for section 7
3. Substitution of new section for section 7.- For section 7 of the principal Act, the following section shall be substituted, namely:-
7. "Total strength of a Gram Panchayat.- A Gram Panchayat shall consist of such number of members inclusive of its Sarpanch, as may be notified from time to time by the Commissioner in accordance with the following Table:-

names recommended by the Vice-Chancellor on the basis of merit as prescribed.
(14) seven persons from the Alummi of the University representing one scheduled Castes one Scheduled Tribes, one Backward Classes, one Woman, one professor from such areas as Engineering, madicine or law one management of the College, one representing Commerce and Industry nominated by the State Government; and
(15) such members of the executive council, who are not otherwise members of the Academic Senate";
(9) for Statute 13, the following shall be substituted, namely:-
"THE PLANNING AND MONITORING BOARD"
13(1) Planning and Monitoring Board.- There shall be a planning and Monitoring Board consisting of:-
(1) The Vice-Chancellor (Chairman);
(2) four from among the Principals of University and professional colleges, Deans, Chairman of Faculties nominated by the Vice-Chancellor;
(3) two educationists nominated by the Government;
(4) two nominees of the University Grants Commission;
