THE WEST BENGAL APPROPRIATION
(No. 2) ACT, 2001.
[Passed by the West Bengal Legislature.] [Assent of the Governor was first published in the Calcutta Gazette, Extraordinary, of the 27th July, 2001.] An Act to authorise payment and appropriation of certain sums from and out of the Consolidated Fund of West Bengal for the services and purposes of the year ending on the thirty-first day of March, 2002. WHEREAS it is expedient to authorise payment and appropriation of certain sums from and out of the Consolidated Fund of West Bengal for the services and purposes of the year ending on the thirty-first day of March, 2002;
It is hereby enacted in the Fifty-second Year of the Republic of India, by the Legislature of West Bengal, as follows:-
1. This Act may be called the West Bengal Appropriation (No. 2) Short title. Act, 2001.
2. From and out of the Consolidated Fund of West Bengal, there Issue of may be paid and applied sums not exceeding those specified in column 3 Rs. 33,24905M= of the Schedule amounting in the aggregate [inclusive of the sums out ofthe specified in column 3 of the Schedule to the West Bengal Appropriation Consolidated Fund of (Vote on Account) Act, 2001] to the sum of rupees thirty-three thousand West Bengal two hundred forty-nine crores six Iakhs forty-three thousand towards for the year 2001-2002. defraying the several charges which will come in course of payment during the year ending on the thirty-first day of March, 2002, in respect of the services and purposes specified in column 2 of the Schedule. Statement of Objects and Reasons on the West Bengal Appropriation (No. 2) Bill, 2001 (Bill No. 26 of 2001).
STATEMENT OF OBJECTS AND REASONS.
The object of the Bill is to provide for the appropriation out of the Consolidated Fund of West Bengal of all moneys required for the year 2001-2002 to meet—
(a) the grants made by the Assembly, and
(b) the expenditure charged on the Consolidated Fund of West Bengal, but not exceeding, in any case, the amount shown in the Statement previously laid before the House in pursuance of article 206 of the Constitution of India.
2. Under the Constitution of India, no money can be withdrawn from the Consolidated Fund of West Bengal except in accordance with an appropriation made by law.
