BE it enacted by the Legislature of Manipur in the Foxtictthcar of the:
Republic of India as follows:—
l. Short title and commencement.—— 1) This Act "may bé 'lc'alled the Salary "and Allowances of Government Chief W ip (Manipur) Act, 1989.

2. Definifiou.—_In this Act, unless the context otherwise requires,—
(a) "Government Chief Whip" means a member of the Manipm' Legislative AsSembly or a Minister designated by the Chief Minister as the Government Chief Whip in the Legislative Assembly;
(b) words and expressions not defined herein and defined in the Salaries and Allowances of Ministers (Manipur) Act, 1972 (Manipur Act No. 3 of 1972) shall have the same meaning respectiVely as are assigned to them in that Act.
3. Salary and Allowances of the Government Chief Whip.—— The Govern- ment Chief Whip shall be paid such salary, conveyance allowances, entertainment allowance, travelling and daily allowenoes and shall also be entitled to such otheramenities as are provided for a Minister under the Salaries and Allowances of Min'iisters (Manipur) Act, 1972 (Manipur Act No. 3 of 1972) and rules madethereun er. ' EXPLANATION:—For the purposes of this section, "a Minister" means a member
of the Cabinet in the Council of Ministers.
4. Government Chief Whip not to draw any salary as a Member;— The Government Chief Whip shall not be entitled to receive any sum out of fun&provided by the Assembly by way of salary and allowances to Members thereof:
Provided that if a Minister is designated as a Government Chief Whip, heshall not be entitled to any saiary, allowances and other amenities specified inthis Act and he shall be governed by the provisions of the Salaries and Allow -ances of Ministers (Manipur) Act, 1972 (Manipur Act No. 3 of 1972).
srATEMEfit-OF OBJECTS AND REASONS The Working Group of IX All India Whips' Conference recommended that of the party forming the Government should be known as GOVemment Whips. TheStatus of the Government Chief Whip should be that of a Minister.This recommendation has been considered and it is felt that the GovernmentChief Whip' should be given the Status of a Cabinet Minister.
2. The object of the present Bill is to provide for payment of salary andallowances to the Government Chief Whip at par with that of a Cabinet Minister.The facilities 'and emenities to which he shall be entitled will be given on a statutory Hence, this Bill.
