Preamble
Andhra Pradesh University Acts (Amendment) Act, 1989*

An Act further to amend the Andhra University Act, 1925, Sri Venkateswara University Act, 1954, Osmania University Act, 1999, Kakatiya University Act, 1976 and Sri Krishnadevaraya University Act, 1981.
Be it enacted by the Legislative Assembly of the State of Andhra Pradesh in the Fortieth Year of the Republic of India as follows:-
Section 1. Short title
1. Short title.- This Act may be called the Andhra Pradesh University Acts (Amendment) Act, 1989.
Section 2. Amendment of Act II of 1926
2. Amendment of Act II of 1926.- In the Andhra University Act, 1925,-
(i) in Section 13-A, for sub-section (1) the following sub-section shall be substituted, namely:-
"(1) The Finance Officed shall be a whole fine officer of the University appointed by the State Government on such terms and; conditions as may be prescribed by the rules made by the State Government in this behalf. He shall, be the employee of the State Government and the salary, allowances, pension and other remuneration shall be paid in the first instance out of the consolidated Fund of the State and later recovered from the University."
(ii) in section 18, in sub-section: (1) under Class-I Ex-Officio Members, for item (3), the following shall be substituted, namely;-
"(3) the Secretary to Government in the Education Department or his nominee;
(4) the Secretary to Government in the Finance and Planning (Finance Wing) Department or his nominee; and
(5) the Director of Higher Education".
Section 3. Amendment of Act XIV of 1954
3. Amendment of Act XIV of 1954.- In Sri Venkateswara University Act, 1954,-
(i) in section 13-A, for sub-section (1), the following sub-section shall be substituted, namely:-
"(1) The Finance Officer shall be a whole time officer of the University appointed by the State Government on such terms and conditions as may be prescribed by the rules made by the State Government in this behalf. He shall be the employee of the State Government and the salary, allowances pension and other remuneration shall be paid in the first instance out of the Consolidated Fund of the State and later recovered from the University."
(ii) in section 18, in sub-section, (2), under Class-I Ex-Officio Members, for items (3) and (4), the following shall be substituted, namely:-
"(3) the Secretary 16 Government in the Education Department or his nominee;
(4) the Secretary to Government in the Finance and Planning (Finance Wing) Department or his nominee;-
(5) the Director of Higher Education; and
(6) the Executive Officer, Tirumala Tirupathi Devasthanams."
Section 4. Amendment of Act IX of 1959
4. Amendment of Act IX of 1959.- In the Osmania University Act, 1959,-
(i) in section 15-A, for sub-section (1), the following sub-section shall be substituted, namely:-
"(1) The Finance Officer shall be a whole time officer of the University appointed by the Government on such terms and conditions as may be prescribed by the rules made by the Government in this behalf. He shall be the employee of the Government and the salary, allowances, pension and other remuneration shall be paid, in, the first instance out of the Consolidated Fund of the State and later recovered from the University."
(ii) in section 20, in sub-section (1) under Class-I Ex-Officio Members, for item (3), the following shall be substituted, namely:-
"(3) the Secretary to Government, in the Education Department or his nominee;
(4) the Secretary to Government in the Finance and Planning (Finance Wing) Department or his nominee; and
(5) the Director of Higher Education."
Section 5. Amendment of Act 44 of 1976
5. Amendment of Act 44 of 1976.- In the Kakatiya University Act, 1976,-
(i) for section 13, the following section shall be substituted, namely:-
"Finance Officer 13. The Finance Officer shall be a whole-time officer of the University appointed by the Government on such terms and conditions as may be prescribed by the rules made by the Government in this behalf. He shall be the employee of the Government and the salary, allowances, pension and other remuneration shall be paid in the first instance out of the Consolidated Fund of the State anti later recovered from the University."
(ii) in Statute 5, in clause (1), under Class-I Ex-Officio Members, for item (3), the following shall be substituted, namely:-
"(3) the Secretary to Government in the Education Department, or his nominee;
(4) the Secretary to Government in the Finance and Planning (Finance Wing) Department or his nominee; and
(5) the Director of Higher Education."
Section 6. Amendment of Act 43 of 1976
6. Amendment of Act 43 of 1976.- In the Nagarjuna University Act, 1976,-
(i) for section 13, the following section shall be substituted, namely:-
"Finance Officer 13. The Finance Officer shall be a whole-time officer of the University appointed by the Government on such terms and conditions as may be prescribed by the rules made by the Government in this behalf. He shall be the employee of the Government and the salary, allowances, pension and other remuneration shall be paid in the first instance out of the Consolidated Fund of the State and later recovered from the University."
(ii) in Statute 5, in clause (1), under Class-I Ex-Officio Members, for item (3), the following shall be substituted, namely:-
"(3) the Secretary to Government in the Education Department or his nominee;
(4) the Secretary to Government in the Finance and Planning (Finance Wing) Department or his nominee; and
(5) the Director of Higher Education.",
Section 7. Amendment of Act 36 of 1981
7. Amendment of Act 36 of 1981.- In Sri Krishnadevaraya University Act, 1981,-
(i) for section 13, the following section shall be substituted, namely:-
"Finance Officer 13. The Finance Officer shall be a whole time officer of the University appointed by the Government on such terms and conditions as may be prescribed by the rules made by the Government in this behalf. He shall be the employee of the Government and the salary, allowances, pension and other remuneration shall be paid in the first instance out of the Consolidated Fund of the State and later recovered from the University."
(ii) in Statute 5, in clause (1), under Class-I Ex-Officio Members, for item (3), the following shall be substituted, namely:-
"(3) the Secretary to Government in the Education Department or his nominee;
(4) the Secretary to Government in the Finance and Planning (Finance Wing) Department or his nominee; and
(5) the Director of Higher Education".
