IT IS ORDERED that the Government's Motion for Order to Show Cause and to Stay (ECF No. 12) be DENIED.

IT IS FURTHER ORDERED that Devadas's § 2241 petition in this Court be DISMISSED WITHOUT PREJUDICE.
