COE v. BELL, (M.D.Tenn. 2000)

Plaintiff Robert Glen Coe's Amended Emergency Complaint for Declaratory and Injunctive Relief and Application for Temporary Restraining Order (Docket Nos. 1, 17) is GRANTED in part. The Defendant is enjoined from preventing Coe's counsel from witnessing his execution and from having the access to Coe during the hour preceding the execution described in the accompanying memorandum. This ruling is issued to safeguard Coe's constitutional right of access to the courts to address violations of his Eighth Amendment right against cruel and unusual punishment.
