On order of the Court, the motion for immediate consideration is considered, and it is DENIED. The motion for appointment of counsel also is considered, and it is DENIED. The application for leave to appeal from the November 2, 1999 decision of the Court of Appeals also is considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.
