THIS MATTER came before the Court on Plaintiff's Motion for Summary Judgment (Doc. 7), and Intervenors' Motion to Dismiss, or in the Alternative, Cross-Motion for Summary Judgment (Doc. 13) and Defendants' Cross Motion for Summary Judgment (Doc. 15).Pursuant to the findings and conclusions set forth in the Memorandum Opinion and Order which accompanies this Rule 58 Judgment;

IT IS ORDERED and ADJUDGED that Intervenors' Cross Motion for Summary Judgment (Doc. 13) and Defendants' Cross Motion for Summary Judgment (Doc. 15) are GRANTED, that Plaintiffs' Motion for Summary Judgment (Doc. 7) is DENIED and that this case is DISMISSED WITH PREJUDICE.
