The July 29, 2002 order is amended to correct the date of the Court of Appeals order appealed from and should read as follows:

"On order of the Court, the delayed application for leave to appeal from the April 5, 2002 order of the Court of Appeals is considered, and it is DENIED because we are not persuaded that the question presented should be reviewed by this Court."
