Petitioner's motion to set aside the judgment entered in this case on August 6, 2002, so that he can file an amended complaint is DENIED. Petitioner's proposed amended complaint lists several different respondents and raises different claims from those he listed and raised in the complaint filed in this case. If petitioner believes he has grounds for filing a civil action as set out in his proposed amended complaint, he will have to file a new action.

IT IS ORDERED that
