MEMORANDUM AND ORDER
R. ALLAN EDGAR, Chief Judge, District
Defendant United States of America moves pursuant to FED. R. CIV. P.12(b)(5) to dismiss the plaintiff's complaint on the ground of insufficiency of service of process.
