In accordance with the memorandum opinion entered contemporaneously herewith, it is hereby ORDERED, ADJUDGED, and DECREED as follows:

1. Plaintiffs' motion for additional relief (doc. 89) is DENIED IN PART AND GRANTED IN PART;

2. Defendants' motion for summary judgment and motion to strike extra-record evidence (doc. 91) is GRANTED IN PART AND DENIED IN PART; and

3. The plaintiffs shall submit any arguments they have regarding prevailing party status by August 30, 2004, and the defendants will have until September 16, 2004, respond.
