For the reasons stated in the accompanying Memorandum, it is hereby ORDERED that:

1. Defendant People's Counsel for Baltimore County's motion for joinder and/or to intervene (docket entry no. 9) is GRANTED;

2. The defendants' motions to dismiss (docket entry nos. 8 10) are GRANTED;

3. The case is DISMISSED with prejudice as to Count I and DISMISSED without prejudice as to Counts II and III; and

4. The clerk shall CLOSE this case.
