A.P. Sahi, C.J.:— Heard learned Special Government Pleader for the appellants.

Keeping in view the nature of dispute raised, we find that the learned Single Judge was justified in arriving at the conclusion that no recovery can be made from the first respondent, which now stands fortified with the judgment of the Apex Court in the case of State of Punjab v. Rafiq Masih (White Washer), reported in (2015) 4 SCC 334.

3. The appeal therefore lacks merits and is accordingly, rejected, more so, in view of the fact that Government Order has already been issued by the State in that regard. No costs. Consequently, C.M.P. No. 24019 of 2019 is closed.
