amend the Dibrugarh University Act, YgVs. 1965, hereinafter called the principal Act, in the manner hereinafter appearing ;■ It is hereby enacted in the Twenty-
ninth Year of the Republic of India as follows -
it is expedient further to Assam Act / ?
Short title and com- mencement.
1. (1) This Act may be called the Dibrugarh University (Am- endment) Act, 1978.

2. Amendmentof Section 32 of Assam Act
VIII of 1965'.z
(2) It shall be deemed to have come, into force on the 27th day of September, 1978.
In the principal Act, in Section 32, in clause (f),—
«
(i) in the first proviso, towards the end, the portion beginning with the words "No new Colleges" and ending with the words "affiliate new Pre-University Class or College" shall be substituted by the words "No New Pre-Degree or Degree College shall, be given permission or affiliation or no such . college shall be given permission or af- '
. filiation to introduce new subject or faculty by the University without prior concurrence of the State Government";

(ii) the second proviso shall be sub- stituted by the following, namely t—
''Provided further that the State Government may at any time vest the existing powers of the Executive Council of the University of conducting Pre- Degre? Examination in the Board of Secondary Education with effecf from such date as may be notified by the State Government."
Repeal aHd 3. Ji) The Dibrugarh University Savi, s- (Amendment) Ordinance, 1978 (Assam Ordinance No III of
1978) is hereby repealed.
(2) Notwithstanding such repeal, anything done or any action taken under the principal Act; ' as ainended by the said Ordi- nance shall be deemed to have been done or taken under the principal Act, as amended by this Act.
