namely:-

PART!

PRELIMINARY

1.

(1)

These

rules may be called the Orissa non-Gazetted

Veterinary

Technical Service (Recruitment ^andConditions^of

Service)

Rules,

1983.

(2) They

shall^comeintoforce^onthedateof

their

publication ^intheOfficial

Gazette:

Provided ^thatGovernment may order,

direct ^thatthe

provision

of

these rules

shall^not apply ^totheOfficers

already appointed

under^therules ^andordersⁱⁿforce

immediately

before^the commencement of these rules^orshall

apply ^tothem with such modification^asthe Government may specify

in

the order.

2. In these

rules,

unless the context otherwise

requires:-

(a)

"Board" means^theSelection Board constituted under ^{rule B;} (b)

"Committee" means

Departmental

Promotion Committee constituted under ^{rule 13;} (c)

"Director" means^theDirector^ofAnimal

Husbandry ^and

Veterinary

Services, Orissa; (d)

"Government" means Government

ofOrissa; (e)

"Government" means Government

ofOrissa; (f)

"Livestock

Inspector"

means Livestock

Inspectors including

Veterinary Compounder ^or such

other

posts

created or^tobecreated ^inthecadre of Livestock

Inspector; (g)

"Scheduled Castes"^and"Scheduled Tribes" shall ^havethesame

meaning irrespectively assigned ^{tothem by the}President under Article ^{341and342of the}Constitution ^of India;

(h)

"Service" means^theOrissa non-Gazetted

Veterinary

Technical

Service; (i)

"State" means^theState^of

Orissa;

Service

3. The service shall consist

of the

following ^two

cadres,

namely:-

(a) Veterinary

Technician; ^and (b)

Livestock

Inspector.

PART III

Methods of recruitment Direct

recruitment to the cadre of Livestock

Inspector. Selection of candidates for Livestock Inspector

Training.

4.

Recruitment to the

posts

in the service

shall be made

by

the

following

methods,

namely:-

(a) ^In

respect ^ofthe

posts ^of

Livestock

Inspector, ninety percent ^{of the}vacancies shall^be filled up by

direct recruitment ^andthe

remaining ^ten

percent by

promotion

of Class^IV field

employees

who are Matriculates ^andhaveworked^atleast for^a

period

of^two

years in the treatment of animals and^havealso

got ^the

physical

standards

prescribed ⁱⁿ clause

(f)

of rule

6; Provided that ^intheevent of

non-availability

of suitable Class ^IVfield

employees for

promotion, ^the

posts ^willbefilled up by

direct recruitment. (b)

Vacancies ^inthecadre^of

Veterinary

Technician shall^befilled^upby promotion ^of Livestock

Inspectors ⁱⁿaccordance ^withrule^12.

5. Direct

appointment

to the

posts

in the cadre of Livestock

Inspectors

shall

be made

by Director ⁱⁿ

order ^ofmerit out of ^thelistof

candidates

successfully completed ^the

training.

6. ^In

order to^be

eligible

to

undergo

Livestock

Inspector's

Training ^acandidate^mustfulfill^the following

conditions,

namely:-

(a) ^hemustbeacitizen^ofIndia^{or a}

subject ^of

Nepal ^IBhutan. Provided^thatthe eligibility ^ofpersons other^thancitizen ^ofIndia shall cease^{onsuch dateasthe}

respect

candidates of such

as the Government may by general ^or special

order

7.

(I) Every

candidate

shall submit^tothe Director his

application, ^soastoreach him^not later ^than

such

date as

may be notified

by

the Director

in this behalf.

(2) ^Withhis

application ^acandidate shall submit^- (a)

evidence ^thatheholds ^theeducational

qualification prescribed, (b)

certificate^of

character^{fromthe headofthe}institution^atwhich ^helaststudied ^andtwo respectable persons^(notbeing ^his

relative) ^whoarewell

acquainted ^withhimin

private life and are unconnected

with his School ^I

College career, ( c)

evidence^ofage which shall

ordinarily ^bethecertificate

granted ^for

passing ^the Matriculation or

Cambridge

or

Higher Secondary ^or

Secondary

School

Leaving Ce1 tificate Examination or

any other examination

recognised ^as

equivalent.

8.

(I)

The Government shall constitute^aSelection

Officer for selection ^ofcandidate^to

undergo

(2) ^TheBoard shall consider^the

applications ^andifnecessary conduct

interview^and prepare in order of merit^two

separate lists; ^oneof

direct candidates and

the other of Class

IV

employees

selected ^for

training ^{and sendthemtothe}Director ^for

intimating ^thecandidates to

join

the

Training

Institution

subject

to verification

of antecedents

and submission

of a certificate of

health and fitness from a Medical Officer not below

the rank of

Assistant Surgeon ^incaseofoutsiders

only. ^Thenames^ofsuchcandidates^asare

adversely

reported upon shall be struck off the

list,

(3) ^TheDirector^ofAnimal

Husbandry, Dairy ^and

Veterinary

Services,

Orissa shall ^take

steps ^to submit a

report ^toGovernment in the

matter of

selection of candidates within a month from ^thedateof interview.

9. ^Acandidate

who is^orhas been declared

by

the Board

guilty

of

impersonation ^orof submitting

fabricated

documents^ordocuments which ^havebeen

tampered ^withorof

making statements which^areincorrect^orfalse^orof

suppressing

material information^orof

using ^or attempting ^touseunfair means^intheexamination^orotherwise

resorting ^{to any}other

irregular or

improper

means for

obtaining

admission

to

thy

examination or for

attempting

to obtain support ^inhisfavour

by^any

means ^may,inaddition ^to

rendering

himself^to any other

liability

be debarred either

permanently ^orfor^a

specified

period ^-

(a) by ^theBoard^fromadmission^{to any}examination^or

appearance ^{at any}interview^held by ^theBoard ^forselection^of

candidates;

(b) by ^theGovernment^from

employment

under ^theGovernment.

10. The inclusion

of^acandidate's^namein the list referred ^tomrule

8 shall confer^no right ^to

undergo

Livestock

Inspector Training,

unless ^theDirector^issatisfied

after^such

enqui- ries as

may be considered necessary that ^thecandidate

is suitable in all

respects

for

joining Training

Institute.

(1)

The Director may prescribe

such

curriculum for internal

and external

assessment of the merit of ^thetrainees and conduct such examination^ashemayfix.

(2) ^Tlieduration^of

training

shall ^beofone

completed^{year outof}

which^tenmonths shall ^be spent ^on

theory ^andtwomonths^on

practical

training ⁱⁿfarms^and

Veterinary

Institution.

(3) During ^the

training period ^eachdirect candidate ^willbe

paid ^with

stipend ^as

prescribed

agreement inthe

recovery^from

stipend ^for

pecuniary losses caused

due^to negligence. (b)

Removal ^{from the}

Training

Centre.

(c) With-holding

final results ^fora

resulting ⁱⁿ

appointment and

seniority.

After

completion ^of

training

(both

theoretical ^and

practical)

there^willbean examination. The list of successful candidates

will be maintained

in

order of merit.

(6) ^A

departmental

candidate ^whofails^to

complete ^the

training successfully in one chance

will be

given ^{two more}chances^to

complete

the

-:. allowed till he comes out successful in that

examination. In case a

departmental

candidate

fails l to

complete

the

training successfully

within three

chances,

he will be reverted to his

parent post in Class IV

cadre. Probation Promotion Seniority Reservation

PART IV

12.

Promotion to the

posts

in the

cadre

of

Veterinary

Technician shall be

filled up by promotion ^madefrom

amongst ^the

Livestock

Inspectors.

13. There shall be constituted a

Departmental

Promotion Committee

consisting

of the

Director as ^a

Chairman,

Additional

Director and Joint

Director

(Extn.)

as members and

Establishment Officer as

Secretary

thereof.

14.

(I)

The

Departmental

Promotion

Committee constituted under rule 13 shall

ordinarily meet before

May every year and prepare

a list

of

Livestock

Inspector

who are held

by

the Committee to be

suitable for

promotion

to the

posts

of

Veterinary

Technician.

(2) ^Theselection^forinclusion^{in suchlist}shall^bebased on merit^and

suitability ^inall respect ^withdue

regard ^to

seniority.

(3) ^Thenames^of

Livestock

Inspectors

included^intheaforesaid^listshall^be

arranged

m order of

seniority. Provided that any Junior Livestock

Inspector

who in the opinron of the Committee

is of exceptional

merit^and

suitability may^be

assigned ^a

place ^inthelist

higher ^{thanthat of}

Livestock Inspector

senior^tohim:

Provided further that if in the

process of selection it is

proposed

to

supersede any senior officer

by

his

junior,

the Committee shall

record its reasons for

the

proposed supersession.

PARTV

15.

Reservation for members of Scheduled Castes and Scheduled Tribes for

appointment to the service both

by

direct recruitment and

by promotion

shall

be

made in accordance with the principles ^{laiddowninthe}Orissa Reservation^ofVacancies^ofPosts^andServices ^(for

Scheduled Castes and

Scheduled

Tribes)

Act,

1975 and the rules framed there under.

16.

(1)

The

period

of

probation

shall be two

years in the case of

directly

recruited officers and one

year in case of officers

appointed by

promotion;

(2) ^The

period ^of

probation ^ineachcaseshall count^{fromthe dateon}which^the

officer

joins his

appointment; Provided that the whole or

any part

of the

period during

which a

person held

continuous officiating appointment ^ina

post

included^inthecadre^oftheservice^beallowed ^{by the}

appointing authority ^tocount towards ^the

period ^of

probation prescribed ^{by the}rules.

(3) ^The

appointing authority mayⁱⁿany special ^caseextend^the

period ^of

probation by ^such further

period

as it may deem

fit;

(4) ^The

appointing authority may dispense ^withtheservice^ofanofficer

appointed ^on

proba- tion or revert him to his substantive

appointment,

if any, during

or at^theend of ^the

period

of his probation ^ifhehasfailed^to

give

satisfaction^orisfound^tobeotherwise

unfit^for

permanent appointment ^totheservice.

17. The

seniority

of officers

appointed

to the

service, ⁱⁿany year shall be

regulated ⁱⁿ

the following manner, namely:-

(I) ^The

seniority ^ofofficers

appointed ^{in the}cadre^ofLivestock

Inspectors

shall^be determined on the basis of their

position

secured

in the list

prepared

under sub-rule

(5)

ofrule 11:

Provided that ^the

promoted

officers shall enbloc ^thesenior^tothedirect recruits

appointed ⁱⁿa particular year.

(2) ^The

seniority ^oftheofficers

appointed ^tothecadre^of

Veterinary

Technicians

by promo- tion shall be

fixed

according

to the order in which their names

appear in^the

list prepared

under sub-rule ^{(3) ofrule14.} Interpretation ^18.Ifany question

arises

relating ^tothe

interpretation ^of

these

rules, ^thesameshall^be referred to the Government for decision. Repeal ^and

savings.

19. ^All

rules,

orders ^andinstructions

corresponding ^tothese rules and ⁱⁿ

force

immediately before the commencement of

these rules are

hereby repealed:

Provided that any order or

appointment ^madeor action taken under the

rules,
