*Orissa Panchayat Samiti (Amendment) Act, 2003**

An Act further to Amend the Orissa Panchayat Samiti Act, 1959.
Be it enacted by the Legislature of the State of Orissa in the Fifty-fourth Year of the Republic of India as follows:-

1. Short title.- This Act may be called the Orissa Panchayat Samiti (Amendment) Act, 2003.
2. Amendment of section 18.- In section 18 of the Orissa Panchayat Samiti Act, 1959 (Orissa Act 7 of 1960) (hereinafter referred to as the principal Act), after sub-section (4), the following sub-section shall be inserted, namely:-
"(5) Every member of the Zilla Parishad as specified in clause (a) of sub-section (1) of section 6 of the Orissa Zilla Parishad Act, 1991 (Orissa Act 17 of 1991), representing constituency within the area of any Samiti, shall have right to speak in, and otherwise lake part in the proceedings of, all the meetings of the Samiti, except meetings convened under section 46-B of this Act.".
3. Amendment of section 20.- In section 20 of the principal Act, after clause (a) of sub-section (1), the following clauses shall be inserted, namely:-
"(a-i) preparation of plans for economic development and social justice;
(a-ii) implementation of schemes for economic development and social justice and execution of any other scheme, performance of any act or management of any institution or organisation, as the Government may entrust to it including those in relation to matters listed in the Eleventh Schedule to the Constitution of India;"
